Generally, "Move Over" laws require drivers to merge into lanes away from broken down cars and emergency response vehicles located on the shoulder or on the side of the road.
Further, "Move Over" laws exist in virtually every part of the United States. So, keep safe when you're out there on the road. Be aware of the conditions around you, and act quickly to move away from a stalled, stranded, or stopped vehicle on the side of the road should you see one.
